How does Fairgreen Cluster Association work? The Cluster Association management is vested in a Board of Directors of 5 persons composed of members who volunteer to serve as such with no monetary compensation. The membership meets annually the first Tuesday in October at which time Directors are elected to a three year term beginning the following January 1st. Directors are elected on a staggered basis to maintain continuity. Only resident homeowners are entitled to vote (1 vote per unit). The Board elects its own officers. Duties of the Board include, but are not limited to: - insuring that the corporation operates legally and in accordance with the Articles of Incorporation, By-Laws, Virginia statutes (including the Property Owner’s Association Act), Reston Association covenants and standards, and Fairfax County ordinances. setting membership dues in accordance with the financial obligations of the Cluster. approving an annual budget and controlling expenditures during the fiscal year consistent with said budget. providing for proper contracts such as lawn maintenance for common areas, trash services for all members and snow removal for parking lots. enforcing covenants, rules and regulations. maintaining the parking lots, tot lot equipment, and other improvements. The Board’s obligations are to the corporate entity as a whole which sometimes puts it in conflict with individual members. Their purpose is to run the corporation, not to handle all the manual labor. We depend on volunteers to serve on all committees and plan and carry out all cluster projects. Just as this saves us money, destruction of cluster property costs us all money. Damage to trees, grass, sidewalks, parking lots, etc. must be repaired through use of cluster funds which come solely from dues assessed directly or indirectly against all residents.
