There is a lot of information contained in this quarter's mailing. We hope you will take time to read it as much of it is important and will affect our community. Items include trash & recycling, new annual meeting date, golf course news and upcoming cluster wide inspection. The inspection next year will affect everyone.

Thanks to all who participated in cluster cleanup this past April. It helps when everyone gets out to spruce up the common grounds of the cluster. Some people unable to participate on the actual date participated on other dates. Thank you to Atif Irfan, Nancy Streiff, Rich Jones, Trinidad & Theresa Garnica, Bill Brooks, Jimmy Lutz, Caroline FitzPierce, Jenni Jacyna, Chris Denecke, Debbie Carroll, Camden & Daron Doran, Margrit Harmon. We also appreciate Rodney D'Souza, a non-resident owner, and Steve Tucker for donating extra money above their dues, since they were unable to participate.
If we forgot anyone, we apologize (it was a couple of months ago!).
Treasurer's report: Only one resident is delinquent for the second quarter and if not paid in April, collection action will begin. Please don't wait until the last minute to pay dues! The Board determines the budget at the August meeting and the treasurer has to provide current information, including all the figures on the reserve account allocations. They can only be figured after all dues are deposited. Please ensure your dues are in hand by the last day of July, not mailed on the last day. It is a lot of work to put together these figures which you will see with the notice of the annual meeting sent out in September.
Parking issues: Everyone please remember that the parking rules do not permit anyone or their guests or service people to park in unassigned parking spaces on one court if you live on the other court. If someone wants to provide their assigned space to others for an event or something, that is ok. Colts Neck Court has two designated spaces per house and 8 unassigned spaces for 26 homes. South Lakes Court has 1 assigned space of the 25 spaces for 12 homes and often the parking lot is full. On your own court, do not park in assigned spaces without permission.
Trash issues: April was a rough month due to problems with the trash company. March had its issues with the yard waste not being picked up on Wednesdays as is to be done during yard waste season.
In April the trash company missed several pickups and only advised us during the afternoon that they were not coming. There were lots of e-mails with American Disposal about these issues and their explanation was they had staffing issues beyond their control. All of this occurred after the company was sold to a Canadian company. We were not the only ones impacted – it was county and area wide and after the Fairfax County Board of Supervisors got involved, things have improved.
We also received an article from a piece CBS news did that this is becoming a nationwide problem as working on a trash truck is a dangerous job and with the economy on an uptick it is harder to obtain crews. Within the next five years it is expected to be a true shortage across the nation. We did notice some communities had dates moved even in mid- June. Let's all hope our issues are behind us, but in order to notify people as soon as we find out, we are setting up an unattended e-mail address for these notifications. If you have not yet signed up, please drop off your form to Jenni Jacyna (11852 South Lakes Court) or Debbie Carroll (11856 South Lakes Court).
You know the drill… Trash should not be put out prior to dark the night before pickup. The trash company comes earlier a lot in the summer so best to get your trash out the night before to be sure it is picked up. Although trash may be put out in plastic bags, it should not be put out in thin plastic bags. There is a lot of wildlife around – raccoons, opossums, foxes, skunks, birds, etc.
In order to keep our costs down we all need to do a better job of recycling. Yard waste needs to be put out in biodegradable (paper) bags, not plastic bags. Brush must be tied in bundles no longer than 4 feet or placed in paper bags. Recycling needs to be free of contamination – empty, clean, dry and loose. If you are putting out cans with residue the recyclables are contaminated and cannot be used. This raises our costs. Rising trash costs go into our budget which only increases everyone’s dues. We are attaching information from American Disposal about recycling. You can find more information on their website, www.americandisposal.com
If you would like to purchase your own rolling recycling bin, our trash company will pick them up, provided the weight is under 35 pounds. You can obtain one from Home Depot, or Amazon will deliver it to your porch. Remember all recycling bins supplied by the trash company remain the property of the trash company.
Golf course update: Pay attention and educate yourself!
The golf course was sold and closed on May 22nd. The sales price was $23,750,00, a very high price. The new owner is Virginia Investment Partners 2019 LLC which is comprised of two Baltimore Development Companies: Weller Development Company and War Horse Cities.
When RN Golf Management LLC (Northwestern Mutual) bought the property in 2005, they paid $5,009,819, so this is a huge profit and indicates it was not purchased to remain a golf course and open space. Follow Rescue Reston at www.RescueReston.org or on Facebook to keep up with what is happening. You can sign up for e-mail alerts. We encourage you to support this grassroots organization trying to save our open space. Otherwise, we could end up with hundreds of homes in our backyard and no more open space.
The newly elected Supervisor for our District for next year, Walter Alcorn, prior to the election gave this statement:
“During the past several years the landowners of Reston’s golf courses have sought to redevelop the courses into something else, and such proposals go against the adopted comprehensive plan. As Hunter Mill Supervisor I would strengthen the role of affected residents by not initiating any possible change to the comprehensive plan until communities surrounding the courses so requested (i.e., residents in affected clusters – not developer-owned properties). Even then there must be support from the broader community (e.g., golfers, users of the trails through the course). Absent such support the golf courses should remain golf courses.”
As there was no Republican candidate in the November election, Mr. Alcorn will be our new supervisor.
Reston Association cluster wide inspection. Reston Association will do a cluster wide inspection in September or October 2020. You have a year to fix up your properties and bring them into conformance with the DRB standards. This includes fixing fences that are falling down, painting decks that have worn off paint, cleaning siding and firewalls, among a host of other maintenance issues. If you have encroached onto cluster common areas, please return your items such as personal property, wood piles, composting bins, etc. to your property as that will be a violation. We are passing out to every owner a copy of Reston Association's Administrative Review & Covenants Administration Resolution 12: Inspection Process which shows what they look for during inspections. The notice we have attached provides where to find our cluster standards on line at Reston Association and Sarah Gaston's e-mail address and phone number. Sarah is our cluster counselor and can assist with questions. Please do not make changes to the exterior of your property without first getting RA approval if required.
IMPORTANT NOTICE REGARDING ANNUAL MEETING DATE CHANGE: We were unable to get a room at the Community Center for the first Tuesday in October for our annual meeting and by Resolution, the Board changed this year's date to the following day, October 2nd, 2019 at 7:30 p.m. Please note this on your calendar and you will receive the regular notice in early September.
